Planning for a Resilient and Enjoyable Future

Waratah-Wynyard Council is developing an Open Space Plan for the Sisters Beach foreshore reserve. This project will create a shared vision for how the community’s key open space (including the playground, amenities and green spaces) can evolve over time in response to coastal change while continuing to provide a much-loved place for environmental regeneration, recreation and connection.

Why We’re Doing This

The Sisters Beach coastline is a dynamic environment shaped by wind, waves and tides, resulting in ongoing changes to sand and sediment distribution. The foreshore reserve near the creek mouth is vulnerable to coastal hazards such as erosion and inundation.

Through Council’s Sisters Creek Mouth Mitigation project, Council has adopted a long-term strategy of retreat and adaptation to ensure the foreshore reserve can be managed sustainably into the future. In the short term, Council will undertake active sand and vegetation management with access controls on council-licensed land around the creek mouth to enable a gradual retreat and revegetation effort, balancing the protection of community values with the realities of a changing coastline.

The Open Space Master Plan will:

  • Protect and enhance community and environmental values of the reserve
  • Plan for gradual relocation of at-risk assets as sea levels rise
  • Reimagine how the foreshore can meet the evolving needs of the Sisters Beach community
  • Guide investment in facilities, recreation, and natural areas for the coming decades

To support this transition, Council has purchased land at 34 Elfrida Avenue, providing new opportunities to connect the creek corridor with higher ground and create future recreation and regeneration spaces.

Working Together with the Community

The Open Space Planning Project will be co-designed with the community, providing opportunities for residents to share their ideas, values, and priorities for the future of the primary public parkland at Sisters Beach.

An independent consultant will lead this process, working closely with the community as well as:

  • Council, to align the plan with strategic and financial priorities.
  • Alluvium Consulting, who are leading the technical work on the Creek Mouth Mitigation Project.
  • Tasmania Parks and Wildlife Service, who are the land custodians of the adjoining coastal foreshore areas.

What the Plan Will Deliver

The Sisters Beach Open Space Master Plan will:

  • Create concept designs for future open space and recreation areas
  • Guide the gradual transition and relocation of at-risk foreshore assets
  • Protect and enhance community and environmental values
  • Plan for current and future recreation and open space needs
  • Ensure investment is practical, sustainable, and adaptable to change

What’s Next

To support this forward-thinking project, we will be working together with the Sisters Beach community to help design the new public open space. The co-design will be run alongside the Sisters Creek Mouth Mitigation project, ensuring both initiatives are connected and deliver outcomes that enhance the foreshore reserve and creek mouth.

An independent consultant will lead the co-design to ensure the process is open, balanced, and inclusive. Council expects to appoint the consultant in November 2025, after which we’ll share more details about how and when community involvement will take place.
